Finished new anvil-manage-daemons tool.
...
This tool (and it's parent 'anvil-monitor-daemons' daemon) simplies
starting, stopping, enabling, and disabling all Anvil! daemons.
More importantly, the daemon will monitor for failed daemons and attempt
to restart them.
